Personnel (Employment) Testing During the COVID-19 Crisis - Best Practices from Stanard & Associates, Inc.

Over the last few weeks, Stanard & Associates have been fielding calls and emails from agencies seeking guidance on how best to move forward with their new hire and promotional testing processes. To help departments, they created an informational piece. Click here to access.

During this time, many departments are finding it critical to keep their staffing levels up during the pandemic and traditional in-person/onsite testing methods are not able to be conducted due to shelter in place restrictions and/or departments closing their facilities to the public. Perhaps the most important take away in the above communication is that last week, Stanard & Associates launched a NEW form of the POST exam (Form E) which is offered exclusively online and allows agencies to provide usernames and password to their candidates via email. With this new form, candidates can take the exam in the comfort of their own home with the tests scored by S&A and results sent to the authorized department contact. This new testing option has been extremely well received by agencies looking for a solution to keep their hiring processes on track.
 

DHS Release: COVID-19 Law Enforcement Exposure and Risk Mitigation Best Practices Resource Guide

The U.S. Department of Homeland Security's Office for State and Local Law Enforcement (OSLLE) facilitated the creation of the "*COVID-19 Exposure and Risk Mitigation Best Practices Resource Guide."  The guide can be found here.

Dr. Alexander Eastman, MD, MPH, FACS, FAEMS of The Department of Homeland Security's Office of Countering Weapons of Mass Destruction (CWMD) provided his medical opinion and reviewed all resources located within the document. "The Guide is a needed response to address many of law enforcements concerns and requests for risk mitigation resources. OSLLE hopes that these best practices provide guidance to ensure a strong public safety response and support all officers health and well-being."

The "COVID-19 Exposure and Risk Mitigation Best Practices Resource Guide" covers four (4) main topic areas:

  • Exposure Levels and Risk Assessment
  • Personal Protective Equipment for Law Enforcement
  • Mitigating Risk Through Altered Tactics and Procedures

In today’s information milieu, the way our citizens view facts, define certainty, and classify information previously shared through print, the town square, or landline no longer applies nor adheres to traditional rules. These fundamental changes have made it easier for domestic and foreign threat actors to exploit, replace and amplify vital information for the sole purpose to sow discord, push foreign nations’ policy agendas, cause panic and ultimately undermine confidence and public trust in the core institutions of our democracy. As the Coronavirus Pandemic intensifies it will create a new, broader and potentially perilous disinformation environment stirring in its wake distrust, deception, and calls for violence. Extremist groups, including white supremacists, are now pointing to ‘theories’ and works of fiction to motivate individuals to take violent action. As disinformation grows law enforcement will be called upon to react to disinformation in more informed and effective ways.

COVID-19 Law Enforcement News and Updates from Department of Homeland Security

Free to Law Enforcement COVID-19 Roll Call Training: 18-Minute Training Video and Job Aid

LSU NCBRT/ACE has developed a COVID-19 Roll Call Training [click here] for law enforcement that addresses officer safety during the COVID-19 outbreak. The training provides information on how officers can keep themselves safe before, during, and after contact with others in the course of their job. It also addresses steps officers can take at the end of a shift to go home safely. The package consists of an 18-minute training video and a job aid. Complete the COVID-19 Roll Call Training Request Form to receive these training materials.

This product was designed specifically for law enforcement officers and has been well received by the law enforcement community. Once an agency completes the short request form, they will receive an email containing the training files. The agency can then provide the training to their officers via their own learning management systems.

 

Personal Protective Equipment (PPE) Burn Rate Calculator

The personal protective equipment (PPE) burn rate calculator excel icon is a spreadsheet-based model that provides information for healthcare facilities to plan and optimize the use of PPE for response to coronavirus disease 2019 (COVID-19). Similarly, non-healthcare facilities (e.g., correctional facilities) may find this tool useful for planning and optimizing PPE use as part of the response to COVID-19. This tool can also be used for planning PPE use outside the context of COVID-19, where PPE shortages may also occur due to supply chain issues related to the COVID-19 response (e.g. manufacturing facilities).

To use the calculator, you enter the number of full boxes of each type of PPE that you have in stock (e.g., gowns, gloves, surgical masks, respirators, and face shields). This tool then calculates the average consumption rate, also referred to as a burn rate, for each type of PPE entered in the spreadsheet. This information can then be used to estimate the remaining supply of PPE based on the average consumption rate. The spreadsheet is open-ended and can also be used to calculate the use of other types of PPE as well.

*March 23, 2020: Interim Guidance on Management of Coronavirus Disease 2019 (COVID-19) in Correctional and Detention Facilities *

This interim guidance is based on what is currently known about the transmission and severity of coronavirus disease 2019 (COVID-19) as of *March 23, 2020*.

This document provides interim guidance specific for correctional facilities and detention centers during the outbreak of COVID-19, to ensure continuation of essential public services and protection of the health and safety of incarcerated and detained persons, staff, and visitors. Recommendations may need to be revised as more information becomes available

The US Centers for Disease Control and Prevention (CDC) will update this guidance as needed and as additional information becomes available. Please check the CDC website here periodically for updated interim guidance.

 

FEMA Rumor Control: Myth vs. Fact

*Myth*: There is a national lockdown and the entire country will be quarantined for two weeks.

*Fact: *There is no national lockdown. As with all information online or shared via social media, it is important to verify the source of the information. You can find the latest information as well as links to additional resources at www.coronavirus.gov

*Myth:* A recent death reported in China was due to a new hantavirus that can spread from person to person like COVID-19.

*Fact:* Hantavirus is not new according to the CDC, it was first observed in the 1950s in Asia during the Korean War, and in this country in 1993 in the Four Corners area. It is spread primarily to humans through contact with the waste products of infected rodents. Transmission from one human to another may occur, but is extremely rare. *Myth:* FEMA has deployed military assets.

*Fact:* No, FEMA does not have military assets. Like all emergencies, response is most successful when it is locally executed, state managed and federally supported. Each states governor is responsible for response activities in their state, to include establishing curfews, deploying the National Guard if needed and any other restrictions or safety measures they deem necessary for the health and welfare of their citizens.
