Sandra Hagen Solin, Capitol Solutions and Michael Phibbs, Auraria Campus Police Chief will team up for an informative session on the increased crime rates and correlation to past public policy decisions. Sandra Hagen Solin guides the Colorado Association of Chiefs of Police and other exceptional clients in navigating the intersection of politics and policy as head of Capitol Solutions, a leading full-spectrum government affairs firm she founded at 23 years old. She has served as the CACP lobbyist for 5 legislative sessions and represents civic and business clients at the local, state, and federal levels solving complex public affairs challenges for top-tier clients including Colorado's leading corporate clients, Fortune 500 companies and trade associations. Ms. Solin is known as one of Colorado's top legislative, media and political strategists. She was named a Most Influential Business Leader in 2022, “Key Colorado Influencer” in 2019, one of the "Top 10 Colorado Politicos to Watch in 2018" by Colorado Politics, a "Colorado Influencer" by the national Campaigns and Elections magazine, and a “Colorado Insider” by The Denver Post. Chief Phibbs holds a bachelor’s degree in Philosophy from the University of Colorado – Boulder, a master’s degree Criminal Justice with an emphasis on Executive Leadership from the University of Colorado – Denver, and is a graduate of the 241st Session of the FBI National Academy. He began his law enforcement career in Silverthorne, Colorado 1992. He has served in a variety of capacities, including, as a Patrol Deputy in the Summit County Sheriff’s Office and as the first School Resource Officer on the western slope, as a Patrol Sergeant & Investigations Supervisor, and as the Detentions Division Commander/ Undersheriff.

Chief Phibbs briefly served for 8 years with the Douglas County Sheriff’s Office before being appointed the Chief of Police for Elizabeth, Colorado in 2006. Chief Phibbs was a two-time governor’s appointee to the Colorado Peace Officer Standards & Training Board. Chief Phibbs is the Legislative Committee Chair for the Colorado Association of Chiefs of Police. Chief Phibbs has been recognized by the Colorado Association of Chiefs of Police as a “Pioneer in Policing” and as a “Pat Steele Award” winner for ethical leadership in both his professional and personal life.
